Experience

Beren Argetsinger assists clients in achieving their legal, regulatory and policy goals with a focus on electric utility regulation and expansion of distributed energy resource (DER) markets. Beren’s practice includes representing and advising some of the nation’s leading rooftop solar and battery storage developers and industry trade organizations in proceedings before state public utility commissions across the country to remove anti-competitive utility policies and expand market opportunities for DERs and other clean energy technologies. Beren’s experience includes advising and representing clients on multiple facets of state and federal public utility regulation including: net metering, interconnection, distribution system planning, community solar, community choice aggregation, retail and wholesale electric market structures, performance-based regulation, and the Public Utility Regulatory Policies Act. Beren’s practice and experience also includes advising clients on state and federal greenhouse gas emission rules and developing legal and policy strategies to advance climate change solutions.

Prior to joining Keyes & Fox, Beren was a Research Fellow at the Center for Energy and Sustainable Development in West Virginia where he focused on climate change and clean energy transition strategies to expand economic opportunities in the state. During his law and graduate school tenure, Beren was a legal intern with the New York City Law Department, the Federal Energy Regulatory Commission, and the Natural Resources Defense Council, and a federal judicial intern in U.S. District Court for the Southern District of New York.

Representative Work

  • Defeated discriminatory rate charges against DER customers and anti-competitive DER programs proposed by utilities in multiple jurisdictions
  • Expanded retail market participation opportunities for customer-sited rooftop solar and battery storage technologies in multiple jurisdictions
  • Advanced utility regulatory reform in multiple jurisdictions, including adoption of performance-based regulation in Hawaii
  • Counseled municipal government agency on development of programs to expand access to clean energy for low income residents
  • Advised local, state and national environmental advocacy organizations on legal and policy strategies to leverage state and regional greenhouse gas emissions reduction frameworks to advance climate change solutions
